What is a Guardian/Child Only Membership?

Can just a child (minor) have a membership?

An adult with legal guardian status over this minor can create a "Guardian Membership" in which the adult stewards and pays for the membership.

Otherwise the minor must be a Dependent on the Primary Membership of his/her legal guardian.
